It is becoming more common that a NYC Certified Arborist is required on site throughout a water main or sewer installation in NYC. Over the previous few years, the Parks Department guidelines have become more restrictive. The previous ruling required a Parks Dept. permit and an Arborist on site if the contractor was digging under a trees “drip line”.
The regulations have become more restrictive as many tree roots exceed far past the “drip line”, digging within a 50′ proximity may compromise the tree’s roots. If the tree’s roots are damaged, it may result in a weakened tree which is more prone to falling and potentially harming pedestrians.
The Parks Department now requires a sketch if the plumber is digging within in 50’ of a city tree and at this point will determine if an Arborist and a permit is required on site. If they are required, the contractor will submit a Forestry Application including details such as the type of work, address, details on the surrounding trees etc. A formal permit will be released within days of submitting the application. The Parks Department is aware that many water main and sewer installations are performed on an emergency basis and do allow for immediate work upon proper notification.

Jobsite protocol
Once the contractor arrives on site he must install proper tree protection before excavating. If the excavation requires the roots to be cut, the arborist must assist with the proper tools and protocol before any tree root is damaged. In many cases, the arborist will require the contractor to avoid digging in the area and make a long tunnel to avoid damaging the tree roots.

NYC Parks Dept. Consulting Arborist
All approved Arborists must be certified under the international Society of Arboriculture with the minimum qualifications of “Certified Arborist” or must be a registered “CA” by the American Society of Consulting Arborists. The CA on the jobsite must hold the minimum qualifications.
