The steps needed to obtain an approved SD 1 & 2 aka sewer certification, tend to be a confusing topic for the average homeowner. It is common that a homeowner or property developer to think that an existing sewer line can be replaced under normal DOT and DEP procedure simultaneous to new construction or a renovation of their home. It is also very common that the developer or homeowner’s project gets pushed back by several weeks or months as they first become aware of the need for an SD 1 & 2, required filings with DOB and the amount of time it will take as they are preparing for what was expected to be a routine sewer line replacement.
Does your new sewer line require a Sewer Certification aka SD 1 & 2?
A SD 1 & 2 is only required for new connections or when renovations are taking place that may increase the sewage flow from the property. If the sewer or water replacement is the only renovation taking place at the building, you will not be required to obtain a Sewer Certification.
What is a sewer availability certification?
A Sewer availability certification is a proposal for a house or site connection application, to approve the ability for a nearby sewer to receive sanitary and storm sewage flow from the building. Sewer certifications must always be submitted by a registered Engineer or Architect that is licensed in New York. A sewer certification is required for any new connection to a private or community sewer, city sewer, private drain or septic system. A sewer certification may also be required for a renovation or alteration that may increase the storm and/or sanitary flow.
How long does the Sewer Certification process take?
The four stages included in completing the certification process include: 1. Obtain all required data, records, site surveys and applications for the proposed connection a. A field investigation may be requested if there are no records available to complete the application (request made here – http://www.nyc.gov/html/dep/ ) 2. Complete application with any additional documentation that may have been requested a. Application must be submitted on double sided, legal size paper b. 6 copies of the form must be submitted both signed and sealed by a licensed architect or engineer including fees and a signed cover letter. 3. DEP reviews all of the documentation that has been submitted a. The application may be returned with comments and/or requested revisions and will continue until the application is certified. 4. The DEP issues the Sewer Certification which may be used for the following 2 years
The length of the sewer certification process may be determined by the quality of the submission and the turnaround time for resubmission, if requested.
How to obtain a Sewer Connection Permit?
The four stages of this process include: 1. The Licensed Master Plumber applies for the permit with DEP; the submission must include a copy of the certified site or house connection proposal, a DOB work permit and a completed application for a permit to install a sewer house connection. 2. The application will be reviewed by DEP and stamped as approved, unless there are any requested revisions. The approval is valid for 60 days 3. The Licensed Master Plumber obtains a Permit from DEP 4. DEP inspects the sewer connection upon the Master Plumbers completion of the installation
